Castlerock Consulting is currently providing Project Management and Quality Assurance (PMQA) services to our client, the Ministry of Finance (MoF), for the implementation of a new national treasury system, Sistem Perbendaharaan dan Anggaran Negara (SPAN). We urgently seek a Business Analyst (PMQA-BA) to support the configuration and implementation of the Hyperion Budget Planning Solution for MoF. The PMQA-BA will be a key member of the PMQA team, with primary responsibility for reviewing and reporting on progress of all aspects of the Hyperion Budget Planning implementation as part of the larger SPAN ERP initiative, as well as providing the necessary guidance to the client on all matters pertaining to the implementation of the Hyperion Budget Planning solution.

Job Duties :
- Support on change control, including participation in the Change Control Board (CCB) meetings
- Assist the client in testing procedures, acceptance process, and testing plan for all Hyperion components
- Assist the client to assess performance, make improvements and assemble lessons learned
- Assist the client to conduct quality assurance of all deliverables, including all relevant user and technical documentation
- Monitor progress of implementation and ensure that the MoF responds to the project needs in a timely and effective manner
- Maintain and regularly update project related information on the Collaboration Environment for the project on MS-SharePoint
- Provide weekly reports on progress of Hyperion implementation
- Maintain open issue logs and ensure that all open issues are assigned to relevant parties, monitor progress of all issue resolution and ensure timely closure of all outstanding issues
- Assess the acceptability of the pilot system and vendor adherence to contract terms and deliverables
- Assist the client with its project organization, defining roles and responsibilities of all participants in the project
- Monitor and assess the effectiveness of the training and the change management and communication process
- Review and assess technical design of customisations for Hyperion as well as all interfaces for exchange of data and information
- Attend leadership and project progress meetings as and when required
The PMQA-BA will also participate in on-going activities of the wider PMQA Team on site and share work within the team as may be essential from time-to-time. This may include:
- Contract Administration
- Review and Authorization of Vendor Invoices
- Preparation of Meeting Minutes
Position Qualifications :
- Degree preferably in technology, business administration, finance or related field desirable or ‑ the equivalent in experience
- Minimum of 10 years of direct experience in managing ERP implementations teams from initiation through testing and acceptance
- Minimum of 5 years overseeing contract developers & business analysts while enforcing
- Extensive experience with MS Project Server 2007, MS Project Desktop, & MS-SharePoint required
- Must have prior experience of working with and implementation of Hyperion Budget Planning solution
- Must have prior experience of Budget Planning business processes in Government or large enterprise
- Thorough understanding of formal project management, from a support staff perspective
- Strong planning, analytical, problem solving and troubleshooting skills required
- Experienced in leading training sessions on the use of the software tools, is desirable
- Experience supporting a formal Programme Management Office is desirable
- Fluency in both written and spoken Bahasa Indonesia and English
